‘Shift to outcome-based approach’: Governor urges Mokokchung officials

Mokokchung, September 11 (MExN): Nagaland Governor Nand Kishore Yadav on Thursday visited Mokokchung district to review the implementation of key developmental schemes and projects, while interacting with civil society organizations (CSOs) and beneficiaries.

Chairing a high-level review meeting at the Deputy Commissioner’s Conference Hall, the Governor deliberated on governance and progress with local elected representatives, Deputy Commissioner Ajit Kumar Verma (IAS), Senior Superintendent of Police, and heads of all line departments.

Addressing the officials, Governor Yadav noted that Mokokchung—hailed as the “Land of Pioneers”—boasts a distinguished legacy in education, public service, institution building, and community leadership since its inception in 1889. He stressed that this heritage places a responsibility on authorities to ensure efficient governance, urging departments to transition from a scheme-based approach to an outcome-based model.

Laying out key focal areas, the Governor called for strict accountability through regular field inspections and fixed responsibility for delays. He stressed on convergence, directing departments—particularly Agriculture, Tourism, and Youth Development—to function as a unified team.

Emphasizing youth and skills, Yadav advocated for quality education, digital literacy, entrepreneurship, and employable skills, treating youth as active development partners. For the local economy and agriculture, he underscored productivity, value addition, branding, and market access for farmers, handlooms, and handicrafts, alongside the promotion of sustainable tourism to generate local employment while safeguarding the environment and cultural heritage.

The Governor urged departments to evaluate their performance based on three core questions: What have we achieved? What remains pending? And what specific action should be taken? He further instructed officials to set reasonable targets backed by clear timelines, expressing confidence that coordinated efforts would secure better opportunities for youth, enhanced returns for farmers, and essential services across all villages.

Earlier in the programme, the welcome address was delivered by Deputy Commissioner Ajit Kumar Verma, while EAC Mokokchung Er Neithozo Theunuo (NCS) presented the district profile.

Departmental updates were delivered via PowerPoint presentations by representatives of Agriculture, Medical, PWD (R&B), Land Resources, and DPO (ICDS). Advisor for Water Resources Tongpang Ozukum delivered a short speech, and Additional Deputy Commissioner Atsungba Walling (NCS) proposed the vote of thanks.
