Open letter to Muivah claims ‘army is landing in Nagaland…points to border fencing and end to Free Movement Regime’

Well known RSS activist and BJP supporter Dr. Jagdamba Mall has in an open letter addressed to NSCN (IM) leader Th Muivah claimed that the organization, under ceasefire and talks with the Government of India (GoI), is facing isolation and losing the trust and support of countries like the United States, UK and even China and that Muivah and his group have “landed in an utter desolation, isolation, neglect and humiliation”.

 “The American Baptist Church active in Nagaland and Manipur have deserted you. China is paying no heed to you. The Nagas of Nagaland treat you as unwanted burden. They doubt your integrity. And Delhi is by-passing you and developing Nagaland, Manipur and other states of NE region ignoring your NSCN (IM)”, the open letter addressed to Muivah stated.

Dr. Jagdamba Mall has clarified that the views expressed was in his individual capacity and was not the official position of the RSS or the BJP. He stated that it was based on his study and an experience of fifty years staying in Kohima and different places in NE region from 1975 till the date.

The letter claimed that the “Army is landing in Nagaland and Manipur armed with AFSPA which has been clamped again”. He further pointed out that border fencing is being done at war-footing and the 16 km wide Free Movement Regime (FMR) on Myanmar border has been lifted.

The open letter also touches upon what the author described as “US – Bharatvarsh Strategic Alignment and improving relations with China”. “Modern US foreign policy prioritizes a strong strategic partnership with Bharatvarsh to counter China in the Indo-Pacific region. It would be counter-intuitive for US state intelligence to actively destabilize Bharatvarsh’s Northeast region as it could push the region further into the sphere of Chinese influence”, the letter states.

The RSS leader also talks about how “China is consciously improving her bilateral relations with Bharatvarsh in most of the spheres including business and foreign policies” and claiming that China has “withdrawn its hands from NSCN (IM) – the spent force”.

Against this backdrop, the letter notes that Muivah and the NSCN (IM) have ‘no option except’ to accept the Framework Agreement of 2025 and ‘pave the way for permanent peace and rapid development and be remembered as hero in modern history of Bharatvarsh’ or ‘be rejected by the people of Nagaland and Bharatvarsh…’

The open letter also points out that the Framework Agreement ‘offered a major glimmer of hope for a peaceful end to one of Bharatvarsh’s oldest armed conflicts…’ and that the ‘direct involvement of Prime Minister Narendra Modiji and his administration gave the process immense political weight and credibility, raising expectations that New Delhi was genuinely committed to comprehensive settlement’.

Alleging the group to be ‘the road block to the Naga Peace Process’, the open letter claims the issue of separate flag and constitution was raised but ‘whereas there is no mention of these things in the Framework Agreement’.

“You cannot say that you signed the agreement under duress. If your demands were not included in the said Framework Agreement, why did you sign?” the letter notes, claiming that the demand for a separate flag, a separate constitution and a shared sovereignty was never given assurance by Delhi. “Even the claim of unique history does not stand the merit”, the letter states.

It may be mentioned that Jagdamba Mall is a veteran Rashtriya Sayamsevak Sangh (RSS) pracharak who has been active in Nagaland in social work over four decades. According to information made available, he was a graduate Hindi teacher in the Christian English School, Dimapur and later got the appointment of Auditor in the Kohima office of the Accountant General of Nagaland and retired from the post of Supervisor on December 31, 2012.

Known for his vocal and outspoken opinion on the state of affairs in Naga society, Jagdamba Mall had written a “proposed draft agreement” sometime in 2018, which led to controversy after it was widely published in the media.

Mall’s proposition says the “time limit” that the Centre should give to the negotiating partners should be “January 31, 2018 before the ensuing elections.”

The proposed agreement names not just NSCN (I-M) but also NSCN (Khaplang) and NSCN (Reformation), the two factions of Naga National Council (NNC) besides 12 other groups of people including the Naga Hoho, Naga Mothers’ Association, Eastern Naga People’s Organisation (ENPO) as proposed signatory to the “draft agreement”.

Among other notable features of Mall’s “draft agreement”, are a union territory (UT) carved out of the five border districts of Nagaland. Named “Frontier Nagaland”, the UT comprises Mon, Tuensang, Longleng, Kiphire and Noklak districts bordering Myanmar.
