Engineers are engines for taking society forward: CS

Correspondent KOHIMA, OCT 28 (NPN) : State’s chief secretary J Alam reiterated that engineers are the engines that propel society forward and bring improvement in life. He said this while addressing the biennial general conference of Federation of Nagaland State Engineering Service Association (FONSESA) at Hotel Japfu here today. Alam described engineers and medical practitioners as important professions in leading human society to the path of progress and development.

He attributed engineers for propelling development of Nagaland through their technical expertise and said the difference was felt when compared with the state of affairs 50 years back.

Alam said though engineers have done brought many positive changes, yet much still remained to be done. The chief secretary also admitted that even though government system ran through rules and regulations, there was always the inclination among some to bypass these rules through short-cuts.

He therefore, cautioned that by-passing rules or doing short-cuts could compromise quality of work, efficiency and effectiveness. Alam urged upon FONSESA, which has more than 500 members, to encourage its members to start cataloguing the good works they do at the field and association levels. He also reminded that Nagaland Innovative Initiative 2021-22 was launched to support new ideas and innovations and urged upon engineers to approach it, if they had any project in mind which should be taken up and assured of financial assistance from the government.

In his presidential address, FONSESA president Moa Aier informed that the association has shown maturity and progress by preparing vision documents of respective constituents and Association of Power Engineers (APEN) being the first one to be off the block when it released its vision document on World Engineering Day (WED) on March 4, 2021.

He remarked that the release of vision documents by Water Resources Department Engineers’ Association Nagaland (WRDEAN) and Association of Engineers – Directorate of Geology & Mining (AOE DGM) was an inspiration and hoped that the rest, who were still on the job, would be able to complete their documents soon.

Observing that people often failed to see the larger picture when personal interests overrode national and public interests, Aier urged upon the government to prepare a clear framework so the entire energy of the State could be converged towards such an outcome.

“It is in this context that formulation of vision documents and their implementation by engineering associations in support of the State’s objective for her citizens’ wellbeing should be given due importance by every member,” he said.

Er. Aier said FONSESA observed WED for the first time on March 4, 2021 and expressed the hope that this will continue every year.

Er. Aier also maintained that FONSESA had since its inception, always championed the cause of engineering profession and the engineers and also perhaps the only association in the State to have submitted representation to the government allowing initiation of action against any of its members if they had violated the Financial and Cognate Power Rules.

Following FONSESA’s persistent demands and even agitations during the late 1980s and 1990s, Er. Aier recalled that the State cabinet had taken the decision to “head the technical secretariats by technical persons as per exigency”. He, however, regretted that the matter did not proceed further and so needed to be pursued.

The chief secretary also released the vision document of WRDEAN and AOE DGM on the occasion.

Agriculture production commissioner (APC) Nagaland Kikheto Sema, senior state government officials and FONSESA members also attended the general conference.

FONSESA to pursue with state govt amendment of NESR 2012

Federation of Nagaland State Engineering Service Associations (FONSESA) at its biennial general conference at Hotel Japfu Kohima on October 27, 2021, resolved to continue pursuing the amendment of Nagaland Engineering Service Rules (NESR) 2012, currently at the final stage, with the state government for a speedy conclusion.

FONSESA also resolved to revive the demand for manning of engineering department secretariats by engineers.

Since degrees and titles were conferred by the Universities, FONSESA resolved to submit a representation to the chief secretary and the administrative heads concerned for usage of “Er” title only by the engineering degree holders from entry level onwards.

Further, the federation resolved to observe ‘World Engineering Day (WED)’ on March 4 every year.

FONSESA has, therefore, informed all its constituent associations to complete their “vision documents” at the earliest and preferably release during the next World Engineering Day on March 4, 2022.

Considering that engineering departments play a crucial role in all development aspects, the members and constituent associations of FONSESA have resolved to “once again rededicate ourselves for the development and progress of the State.”

They also resolved to continue and strengthen the bond of engineering fraternity and promote its unity and interests.
