‘People’s movement is the strongest tool in democracy,’ asserts Nagaland Governor

Addressing the Constitution Day celebration virtually at Raj Bhavan, Kohima on November 26, the Governor of Assam and Nagaland, Prof Jagdish Mukhi observed that people’s movement is the strongest tool in a democracy. “In my opinion, people of our country should be united to mobilise the public and generate massive awareness for Fundamental Duties. People’s movement is the strongest tool in a democracy. So, in Indian democracy also there should be large scale public opinion to motivate our citizens to perform fundamental duties,” Mukhi said.

The Governor said that what the constitution has given us, we should give back equally. Pointing that the Constitution empowers people as much as the people empower the Constitution, the governor in turn asserted that when individuals and institutions ask what the Constitution has done for them and how it has built their capacities, they must also consider what they have done to uphold the Constitution and what they have done to support its value system.

He also opined that the Constitution has given us Fundamental Rights and therefore, the citizens need to focus on fulfilling the Fundamental Duties as enshrined in the Constitution of India and make it more widespread.

The Governor said that although Fundamental Rights are legally enforceable, there is no adequate instrument by which Fundamental Duties can be enforced and asked everyone to ensure on how we can reflect on Fundamental Duties enshrined in the Constitution.

Adding that we are celebrating the Constitution Day on the theme, ‘India- the Mother of Democracy,’ he further added the country which has the privilege of structuring, nurturing and sustaining the biggest democracy of the world, the Constitution which is the lone source of strength to all of us should be made more meaningful to the lives of all ordinary people. “The Constitution has to connect with their everyday existence and make it more meaningful,” he said.

Mukhi said the adoption of our Constitution on November 26, 1949 is a day to recall the monumental contribution of the souls of the Constituent Assembly who completed the task of drafting the Constitution for Independent India. It was in 2015, the Government declared 26th November as Constitution Day to acknowledge and respect the contribution of the framers of the Constitution.

“Their hard and committed work produced a document, handwritten in 90,000 words which continue to be our guiding light,” the Governor remarked.

Stating that our Constitution framers were very far-sighted which is the reason why the makers made the Constitution flexible to give our future generation the power to change the clauses of the Constitution to make them more meaningful and compatible with changing times, he added, elaborating about the Constitution of India, he said it is a living document and not rigid while keeping in mind the need to inter-weave with new threads.

“In a dynamic world like ours where change is the most inevitable, making the Constitution flexible would be the best way to serve the people and the nation as a whole. As such, over the years, many amendments have been made to the Constitution by the Parliament,” Mukhi said.

He said the framers ensured that there were checks and balances in the democratic system with defined roles for the executive, the legislature and the judiciary which allows them to function independently yet with accountability.

“One of the finest contributions of the framers of our Constitution is their step that the sovereignty of the nation is ultimately vested with the citizens of the country,” the governor said.

Justice Kakheto Sema, Judge, Gauhati High Court Kohima Bench administered pledge on the Constitution Preamble. T Mhabemo Yanthan, Commissioner and Secretary to Governor gave the keynote address. During the programme, officers and staff of Raj Bhavan, security personnel were present.

Meanwhile, a programme was held in Nagaland Civil Secretariat to celebrate the Constitution Day. Nagaland Home Commissioner Abhijit Sinha IAS chaired the programme. The Preamble to the Constitution was read out by all the staff and Officers of the secretariat attending the programme, stated a DIPR report.
