Police nab 3 for Dimapur firing incidents

DIMAPUR, OCT 29 (NPN) : Barely 24 hours after the blank firing incidents that took place in Dimapur in the wee hours of October 27, Dimapur police in a swift action apprehended three persons involved in firing incidents along with huge cache of arms, ammunition and other items.

ADCP (Crime) and PRO Dimapur police said that the apprehended persons were functionaries of Niki-led NSCN (K). The accused have been identified as– Nikato Pilot Sumi (31) supervisor CFSB and kilonser, ‘sgt maj.’ Awang Konyak (28) and ‘sgt.’ Wahkoi Konyak (28).

The police also recovered one vehicle (Bolero SLX white) used during the incident, one HK 33 Rifle (5.56 X45) along with two magazines, 117 live rounds and six empty case; one pistol 7.65mm (ITALY No.8536) along with one magazine, 17 live rounds and two empty case; one magazine (9mm); one knife; one rifle sling and cash around Rs. 1,82,700.

According to PRO, the police swung into action after receiving information that some unknown miscreants had fired at three different locations in Dimapur– Nepali Basti, Residency Colony and Notun Bosti between 1:25 a.m. to 1:38 a.m. on October 27.

Later that evening, another incident of firing by unknown miscreants was reported from Landmark Colony.

Based on specific information and CCTV footage obtained, police launched a search operation. Consequent to swift cordon and search operation, PRO said that a suspected vehicle was located, chased and three accused were arrested with huge quantities of arms and ammunition within two hours of last firing incident reported at Landmark colony.
Niki-led NSCN (K) to conduct ‘thorough investigation’
Niki-led NSCN (K) on Thursday said that it took “serious note of the “blank firing” incident involving some of its members at Dimapur town on October 27 and asserted that a thorough investigation would be done “to bring the case to a logical conclusion.”
In a statement, kilonser public relations & NGOs, Z Swu, said that the group has undertaken the task to unearth the circumstances that led to the incident “involving one of our top functionary” and residents of the area where the incident happened.
The group said that at a time when the entire Naga family was eagerly waiting for the resolution of “the long-desired and cherished dream of a decades old solution to the Indo-Naga conflict”, such incidents “may have caused some sort of a trauma and confusion in the minds of the Naga people.”
Expressing regret for any inconvenience caused to the residents through the incident, the Niki-led NSCN (K) assured the Naga people that “peace is paramount and we will stamp our assertion towards efforts to achieve the aspirations of the Nagas through peaceful means.” The group said it condemned any incident that vitiates the peaceful atmosphere brought about through “tireless efforts of all stakeholders in the Naga peace process.”

Orgns flay Oct 27 firing incidents in Dimapur
Reacting to the firing incidents across several places in Dimapur city in the wee hours of October 27, several organizations such as–DAYO, DDCF, OCCD and DMST- have expressed strong condemnations against those ‘card holders’ (NPGs allowed to carry weapons as per Cease Fire Ground Rules) who fired several rounds in a blatant disregard to public safety and peace.
DAYO: Dimapur Ao Youth Organisation (DAYO) condemned the “cowardly act” by armed elements who forcefully intruded into the residence of a Nagaland Police officer, presently serving outside the state. DAYO president Aotemsu Aier and general secretary S. Pangertoshi said the “anti-social elements” harassed the wife of the outstation police officer at Residency Colony here Thursday when they snatched her mobile, smashed it at gunpoint and then resorted to blank firing in public.
DAYO said public of Dimapur will no longer feel safe and protected when such an act of violence could be committed even inside the residence of a serving Nagaland Police officer. Pointing out that those involved in the incident were ‘card holders’ who are misusing the provisions provided under the Cease Fire of “every splinter Naga political group in cease fire with the government of India”. DAYO said the misuse of provision to carry weapons, was leading to “multiple taxation and blatant terrorizing of general public more often.”
DAYO has therefore appealed to the chairman Cease Fire Monitoring Board and Cease Fire Supervisory Board “ to amend such defective clauses of cease fire ground rules in the greater interest of the general public.”
DAYO also said violence and intimidation were totally unacceptable and have no place in society at a time when the entire Nagas were yearning for peace. DAYO appealed to law enforcement agencies in the state to ensure that the accused who have been arrested for the incidents, were denied bail but awarded exemplary punishment so as to act as deterrent against those daring to spread fear psychosis among people.
DAYO also had a special word of mention by lauding and acknowledging the commendable manner in which the Nagaland Police team from West Police Station Dimapur, apprehended the miscreants in record time.
It further assured that it will continue to extend full cooperation with authorities and vowed that no criminally motivated actions will be tolerated and would also leave no stone unturned to bring justice to those who “challenge the very existence of our community in Dimapur.”

DDCF: Dimapur District Citizens Forum (DDCF) through its media cell, condemned what it described the “cowardly act of violence by some anti-social elements” who forcefully entered the residence of a serving outstation Nagaland Police officer, harassing his innocent wife and resorting to blank firing in public place at Residency Colony besides other places in Dimapur on October 27.
DDCF said such acts that were aimed at creating fear psychosis through violence, have no place in civilized society and ought to be condemned by all people. DDCF also expressed appreciation of the police personnel of West P.S.Dimapur for “swiftly apprehending the alleged criminals” and demanded that the enforcement agencies and authorities bring the perpetrators to book by awarding them befitting punishment.

OCCD: Oriental Colony Council Dimapur in a statement by its secretary Along Longkumer condemned the indiscriminate firing incident near Dimapur Government College by unidentified miscreants on October 27 at around 1.30 a.m.
OCCD said at a time when society was yearning for peace, such acts of terror cannot be tolerated. It also called upon all peace loving people to condemn the incident and appealed to the investigating agencies to bring the culprits to book at the earliest.

DMST: Dimapur Mongsenyimti Senso Telongjem in a statement issued by its president Talimzung Pongen and general secretary Temsumeren Ozukum condemned the “uncivilized incident” at Landmark Colony on October 27.
DMST said the unruly elements forcefully entered the residence of a police officer presently posted at Delhi, snatched the mobile phone from the wife at gunpoint and smashed it on the ground without any rhyme nor reason.
DMST said such shocking act has caused trauma on the innocent housewife and family members. The Senso said such “barbaric” act of cowardice cannot be tolerated and was unacceptable in a civilized society which ought to be condemned by all. DMST also appealed to enforcement agencies and authorities not to grant bail to those accused arrested for the incidents till justice was meted out.
DMST also expressed gratitude to DAYO and its Duncan Unit for their support and also lauded the “swift action” of the personnel from West P.S.in apprehending those involved.

Firing near top leader’s residence an act of provocation: GPRN/NSCN
Expressing deep concern over the firing incident that occurred in the wee hours of October 27, 2021 at Dimapur town, the GPRN/NSCN on Thursday said that firing in the immediate vicinity of its top leader’s private residence was “considered as an act of provocation which construes as a challenge to GPRN/NSCN.”
GPRN/NSCN through its MIP said that at this juncture when the Naga society was passing through the course of transitional peace and everyone was pursuing to instil a sense of brotherhood and understanding, “some anti-social elements” seemed still hardened with their “old traits to subdue the prevailing peaceful situation with gun powers much against the desire of the people.”
GPRN/NSCN said it condemned “such dastard act” that intended to create fear psychosis in the locality. The group cautioned that it would enforce necessary measures to thwart the nefarious activities in future.
