Flashback: 18-Point Agreement of Church & Pol Parties on Clean Election

This agreement was signed on June 22, 2017

 

The signatories affirmed the fact that NBCC and political parties should work together in addressing the evils of elections. Therefore, to realize the objectives of the CEC guidelines, the political parties in Nagaland along with NBCC agreed to follow and practice the following principles, signed before God on June 22, 2017 at NBCC headquarters, Kohima:

 

  1. Shall not buy votes with money.

 

  1. Shall not insist/force Clan, Khel, Village, and family to declare support for a particular candidate.

 

  1. Shall not bribe the voters with money or materials.

 

  1. Shall not distribute party money or provide party-based development work during election time.

 

  1. Shall not distribute alcohol, drugs, or other intoxicants to voters.

 

  1. Shall not set up camps in colony/khel/village/town.

 

  1. Shall not put up flags and posters on an individual household except in party office and house of the candidate.

 

  1. Shall not provide feasting, picnic, or go for procession.

 

  1. Shall not use force, intimidation and undue influence to the voters.

 

  1. Shall not use the support of underground/NPGs for threatening voters.

 

  1. Shall have a clear and realistic manifesto.

 

  1. Shall avoid house to house campaign.

 

  1. Shall discipline the party workers and educate them with CEC instructed by the NBCC.

 

  1. Shall not use/spread false propaganda for personal gain.

 

  1. Shall not be involved in booth capturing and any other activities which are unbecoming of any political party.

 

  1. Shall deliver peace, justice, and development for our people.

 

  1. Shall participate in the Common Platforms organized by the Clean Election Committee.

 

  1. Shall support NBCC-CEC Guidelines in letter and spirit, and cooperate with all the initiatives of Association level CEC-Core Committee.

 

Seven political parties in Nagaland– NPF, NPCC, BJP, JD (U), NDPP, NC, and AAP on Thursday, signed an 18-point agreement with the Nagaland Baptist Church Council (NBCC) and ‘Clean Election Campaign’ (CEC) at NBCC’s Platinum hall Kohima.

 

 

The signatories included Presidents of various parties:

 

NPF, Dr. Shürhozelie Liezietsu (represented by Apong Pongener)

NPCC, Kewekhape Therie (represented by GK Zhimomi)

BJP, Visasolie Lhoungu (represented by Dr. M Chuba Ao)

Nagaland Congress, Nillo Rengma (represented by Z. Lohe)

AAP, Dr. Amos Lkr (represented by Rukhie Tuonuo)

NDPP, Chingwang Konyak (represented by Dr. Chumben Murry)

JD-U, Y. Rhekhum.

 

NBCC was represented by Rev. Dr. Zelhou Keyho (NBCC General Secretary), Rev. Dr. Mar Atsongchanger (President, NBCC & CEC convenor).

 

Both sides admitted their “common failure that the Naga people have not been able to conduct a free and credible election in the state for many years. Therefore, in order to cleanse elections of malpractices, they signed an agreement under the leadership of NBCC/Clean Election Core Committee.
