CXO Meet: First DDU-GKY Employers Meet by Nagaland State Rural Livelihoods Mission

Necessitating the need for better coordination between job-providers in different industries and government agencies, the first Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) employers meet or CXO Meet was organised by the Nagaland State Rural Livelihoods Mission (NSRLM) at Hotel Saramati, Dimapur on September 27. 

Guest Speaker for the event, Metsubo Jamir, Minister for Rural Development, Government of Nagaland, stated that, “Education can be taught but skills needs to be learned.” He noted how investment that comes to our state will require workers. For which dignity of labour needs to be instilled and skills enhanced as well, he said adding as such, “your eagerness to learn will depend on you being employed.” 

The Minister spoke on the merits of schemes such as DDU-GKY for generating employment opportunities particularly in the rural areas. He mentioned that although Nagaland has considerable resources including human resource, it lacks the ‘conducive atmosphere’ for investing in various employment generating sectors, due to which the people depend on the government sector for seeking employment in any given field.

However, as the political situation has improved, it has become essential for the youths to take up employment opportunities given to them by the government, he observed. In addition, Metsubo said that those being employed outside the state are an asset which can be utilised to create more jobs in Nagaland several years down the line. 

Meanwhile, Neposo Thelou, Commissioner & Secretary, Department of Rural Development, GoN, explained that DDU-GKY is a skill development and placement program of the Ministry of Rural Development (MoRD), GOI, implemented by all the State governments in the country. For Nagaland, the scheme was first launched between the period of 2018-19 through the NSRLM, while training of candidates began in 2019. 

During the COVID-19 pandemic, most of the training centres and several service sectors were faced with several challenges. However, as restrictions were gradually eased, the training programmes became operational again with more Project Implementing Agencies (PIAs) coming onboard. He also highlighted how DDU-GKY has acted as a vehicle for revealing the potential of rural youths in Nagaland, as a great number of them were excelling in their job placements, post-training.

During the last three years, NSRLM has trained over 4510 rural youths in different trades ranging from construction to tailoring and food and beverage service to solar panel installation. Of these 2082 youths have joined the industry workforce and continued to work for at least three months with few candidates having continued to work even during COVID-19 pandemic.

Tenzing Choesang, North-East regional representative, MoRD on the other hand said that the CXO meet is a crucial component of DDU-GKY. Though placements are the most important component of DDUGKY, regular interaction with the industry and employers is important in order to know the market demand. She further revealed, amongst the NE states, Nagaland is doing reasonably well, since it has managed to set up most of the training centres within the state itself. Choesang also stressed on the need to set up more training centers in various districts of the state. 

During the programme, several students shared on the experiences they had during the training period including being taught additional knowledge like IT, softskills and English. 

Coupled with the employers meet, the event will also witness a job mela on September 28 for the 300 trained candidates. Currently NSRLM has over 1000 candidate currently undergoing training at different centres of the State.
