Oppn plea to Gov for extension of NLA session

DIMAPUR, AUG 1 (NPN): In order to discuss issues of “public importance” including Naga political issue, COVID-19 and SARFAESI Act, 2002, the Leader of Opposition (LoP) TR Zeliang has sought the intervention of the Governor of Nagaland for extending business session to three days during the ensuing 6th session of the 13th Nagaland Legislative Assembly.

In a letter addressed to the governor, the LoP said that the date of commencement and the number of days for Assembly Sessions are chosen at the convenience of the Speaker and Leader of the House. However, he said that this privilege cannot act as a license for either the Speaker or Leader of the House to construe duration of Assembly Sessions tailored for their personal suitability.

Zeliang said that the Assembly Secretariat had shifted the culpability of holding one-day Session to the Raj Bhavan through its Bulletin Part-II on the night of July 29, 2020. Zeliang said the bulletin maintained that the direction of the governor for postponement “indicated” August 13, 2020 implying that the 6th Session of the 13th NLA would be a one-day session as most of the MLAs would move to various Administrative HQs on August 14, 2020 for hoisting the National Flag on Independence Day.

Asserting that the dignity of the Assembly and its democratic principles “cannot continue to be abused by the present day government”, the LoP said it was essential that the governor re-examine the matter with utmost urgency and consider his three-point suggestion: (1). Convene the 6th Session from August 11, 2020 to August 13, 2020 for a period of three days; (2). differing the commencement date of the 6th Session to a day after August 15 or preponement of the same in order to accommodate at least three days session or commence the 6th Session on August 13 as scheduled and (3). adjourn the House without sine die and resume for another two days after August 15 (post recess).

Zeliang said NPF had proposed extension of the 6th Session to the Speaker, but it went unattended.

He admitted that it may not be conducive for holding normal Assembly Session at this juncture since the state including its Capital was reeling under immense pressure due to COVID-19 pandemic and subsequent imposition of total lockdown by the state government.

He, however, said that one-day Session was not adequate by all means and therefore, urged the governor to intervene and issue necessary direction.
