Nagaland: MP LS holds meeting on departmental activities & schemes

Longleng, April 28 (MExN): The District Development Coordination and Monitoring Committee (DISHA) meeting was held under the chairmanship of, Deputy Commissioner Longleng and member secretary DISHA Longleng, Dharam Raj, IAS at DC’s conference hall, Longleng on April 26.

A brief introduction on DISHA was presented by Member of Parliament, Lok Sabha and Chairperson, DISHA Longleng, Tokheho Yepthomi, stated a DIPR report. 

Departmental activities and schemes were presented by the departments of Food & Civil Supplies; PWD (R&B); Agriculture; Horticulture; PHED; Health & Family Welfare; Social Welfare; Rural Development and Power. The Department of Food & Civil Supplies highlighted the works and activities under different schemes on various flagship programmes and emphasised the importance under PMGKAY and ‘One Nation One Ration Card’ (ONORC).

The Department of PWD (R&B) presented the activities of the department, including inspection, supervision, construction and maintenance of roads and bridges. The ongoing schemes such as Pradhan Mantri Gram Sadak Yojana-ll (PMGSY-4), Economic importance (E) road, North East Road Sector Development Scheme (NERSDS) 4, North East Special Infrastructure Development Schemes (NESIDS) under NEC and Central Road Fund (CRF), and Special Assistance to State for Capital Investment (SASCI) were also briefed. 

EE PWD (R&B), Longleng assured that the Yongam-Yongnyah Road via Nian would be completed within two weeks’ time. The house reiterated on the pressing need of creation of SDO PWD (R&B) at Tamlu ADC Hq.

The Department of Agriculture presented various CSS activities such as NFSM (National Food Security Mission), NFSM Oil Palm, RAD (NMSA)-Rainfed Area Development, (RKVY)-Rashtriya Krishi Vikas Yojana, (PMKSY) – Pradhan Mantri Krishi Sinchayee Yojana, SMAM- Sub Mission on Agriculture Mechanization, PM Kisan (Pradhan Mantri Kisan Samman Nidhi) were addressed by the Department of Agriculture. The department also provided marketing sheds, distribution of tools and implements, and irrigation channels. 

The Chairperson & MP, expressed his views that distributing agricultural tools and equipment to the beneficiaries needs to be tampered down if it is politically influenced and do not reach the genuine needy farmers.

The Department of Horticulture highlighted the schemes implemented such as MIDH (Mission for integrated Development of Horticulture), PMKSY (Pradhan Mantri Krishi Sinchal Yojana).

CDB (Coconut Development Board), NEC (North Eastern Council). Tokheho Yepthomi directed the department to include slides of various fund allocation received by the office in the next DISHA meeting presentation.

The Department of PHE, Longleng Division presented on the flagship programme of Jal Jeevan Mission (JJM) and its implementation status. The list of villages taken up under JJM during 2019-20, 2020-21, 2021-22 and those proposed during 2022-23 was highlighted. The MP directed the department that all ongoing/uncompleted work from 2020-21 at various villages under the district be completed by September this year.

The Department of Health & Family Welfare presented the Health Units under Longleng district, man-power of the department, and the report on Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), JSY/JSSK Incentives to Beneficiaries (Mother & Infant), Nutritional Support to TB Patients, and NATIONAL CENTER FOR VECTOR BORNE DISEASES CONTROL activities done by the district were also highlighted.

The Department of Social Welfare presented their activities and achievements under programmes like (PMMVY) Maternity Benefit Program, ICDS and Poshan Pakhwada. During the discussion, Yepthomi lamented that only a meager amount was allocated yearly by the Social Welfare Department Longleng for Poshan Pakhwada when it should be receiving a lot more.

The Department of Rural Development highlighted on centrally sponsored schemes in the district such as MGNREGA. Status report on implementation of schemes was shared. Poor identification of wage seekers focusing job cards, demand of works by the job card holder, identification of schemes for wage intensive, payment of wages fortnightly, issue of work site facilities, material component and timely inspection of schemes. They also shared some of the problems faced by the department during the implementation such as geo tagging, Aadhaar linking and bank account with beneficiaries. Status report on PMAYG implementation was also shared. Status on implementation of 15th Finance Commission and NSRLM was also highlighted.

The Department of Power presented their activities and achievements under CSS programmes like (DDUGJ) Additional and DDUGJY-NEW (BAL UE-HH) Schemes in the district.

Project Director, DRDA Longleng, Moakaba proposed the vote of thanks.

Meanwhile, Tuensang, Shamator and Noklak District Development Co-ordination and Monitoring Committee (DISHA) meeting was held at DC’s Conference Hall, Tuensang on April 27. 

A DIPR report stated that Member of Parliament, Lok Sabha and Chairperson, DISHA, Tokheho Yepthomi highlighted that the DISHA Committee was set up to monitor and implement the development projects and also to review the progress of development activities and welfare schemes in the State. He stated that in many States, Centrally Sponsored Schemes could not be completed as per the stipulated time frame. The MP encouraged the HoOs from the District to co-ordinate with one another for efficient and effective implementation of developmental schemes which will benefit the people at the Grassroots level.

In the meeting, Food & Civil Supplies, PWD(R&B), Social Welfare, Agriculture, Health & Family Welfare, Land Resources, PHE, Rural Development and Horticulture departments gave presentations on the departmental activities that are being implementing in the district.
